How can a civic organisation officially register as a social-service provider? Which documents need to be prepared? Do you need to amend the statute, and how should you correctly identify the social services your organisation provides?

These questions were central to our webinar dedicated to the registration of social-service providers in Ukraine.

During the meeting, participants received not only an overview of legal requirements but also the opportunity to hear the practical experience of organisations that have already gone through this path.

What did we talk about?

Participants reviewed the main stages of registration, requirements for organisations, staffing and premises, and the list of documents that need to be prepared. Particular attention was paid to the organisation's statute and the need to clearly align the list of services with the current classifier of social services.

They also discussed the key regulatory documents that organisations planning to register should study:

  • 📌 The Law of Ukraine «On Social Services»;
  • 📌 Resolution of the Cabinet of Ministers of Ukraine No. 185 — criteria for the activity of social-service providers;
  • 📌 Resolution of the Cabinet of Ministers of Ukraine No. 99 — the procedure for forming and maintaining the Register of Providers and Recipients of Social Services;
  • 📌 Order No. 429 — the Classifier of Social Services.

A separate block covered the advantages of official registration. It opens up opportunities for organisations to join state programmes and pilot projects, receive funding, and ensure the sustainability of social services even after grant funding ends.

The practical challenges were not left out either. Among them: preparing the documents, communicating with social-protection authorities, the requirements for specialists and premises, organising reporting, and the technical specifics of submitting documents online or offline.

🤝 An important part of the webinar was the conversation about the Coalition of Social Service Providers — a space for sharing experience, mutual support, and representing the interests of organisations working in the field of social services.

The main takeaway from the meeting: registration may seem complex, but quality preparation and understanding of the requirements make the path considerably easier. And the experience of other organisations helps find answers to practical questions faster.

📚 We advise organisations planning to register to study the regulatory documents in advance and prepare the required package of documents.
